Original workbook rows provide date, contract, region, project, description, code, unit, quantity, extended bid amount and overall bid rank. Unit prices are recovered by the source as extended amount divided by quantity. Rank is not an award status.

Rows without a positive bidder rank are left out of the bidder dataset because they cannot be safely classified. Worksheet row numbers identify provenance; they are not contract line numbers.

District 04 queries are partitioned by year and exact code. Each result retains its original unit price separately from Caltrans’ adjusted price. The adjusted field is not used as a nominal benchmark.

Opening date alone does not establish the contract’s specification edition. This release makes those original observations available without asserting benchmark compatibility.

Public access does not imply one shared license.

Reproducing a record

Each observation identifies its source and original URL. Spreadsheet records also retain sheet and row; Caltrans records retain detail-page links and original result fields. Item CSV downloads include those locators, the dataset version, benchmark inclusion and exclusion reasons.

Public data updates run separately from site builds. Local builds read the validated snapshot and do not contact either agency. Corrections require a documented reason and a supporting source; previous successful snapshots are retained.
