The limits that affect a benchmark
Caltrans price rows do not establish which specification edition governs each contract. These observations are available for inspection, but are not assigned a benchmark from their opening year. District 04 is a regional sample, not all of California.
Oregon 2024-era definitions use the agency’s documented edition applicability and work definitions. Earlier observations have unknown edition compatibility in this snapshot and remain display-only. The source does not publish contractor names or contract line numbers. Ambiguous repeated entries are excluded from the benchmark.
Source bid rank is retained as rank. Neither adapter infers awarded status, final payments or a contractor cost breakdown. A new download does not make an old observation current.

Normalization records rejected or unclassified rows, technical duplicates and ambiguity flags. The source documentation and downloadable observations preserve row-level provenance. The local update command checks a candidate snapshot before replacing the last successful release.
